用户无法分配授权，报表数据无法获取，用户使用Office365 中国版
解决方案：
在OMP中删除整个Tenant，重新加入Tenant。在“Tenant Setting”中，由于用户使用的是Office365中国版，添加订阅时需选择“Azure China”
